CCTV

Community safety and privacy are both central to how PPRA CCTV is used.

Overview

CCTV is used in selected shared areas of Puhinui Park to help support community safety, protect people and shared property, deter criminal behaviour and assist with the investigation of incidents. It currently operates in areas including the playground and selected rubbish bin enclosures.

What CCTV is used for

PPRA CCTV is for safety and security. It is not a general resident-monitoring system or a tool for routine monitoring of personal behaviour. The policy applies to Association-owned CCTV and not to privately owned resident CCTV systems.

  • Protect individuals.
  • Protect public or commonly owned property, buildings and critical infrastructure.
  • Deter criminal behaviour.
  • Investigate criminal behaviour, including helping identify people involved in offences on or around the community.

Where CCTV operates

CCTV operates in selected shared and common areas around Puhinui Park, including the playground and some rubbish bin enclosures. Signage is used where appropriate so people are aware that CCTV may be operating.

Camera locations, viewing angles and other security-system details are not published. Cameras must not capture areas where people have a reasonable expectation of privacy, such as bathrooms or bedrooms.

Privacy is important

CCTV at Puhinui Park is operated under the PPRA CCTV Policy and the Privacy Act 2020. Cameras must be positioned and used in a way that respects reasonable expectations of privacy. Footage may only be accessed by authorised people and used for legitimate safety and security purposes.

Monitoring based on personal or demographic characteristics, or monitoring that unreasonably intrudes where privacy is expected, is prohibited. Only approved CCTV Managers may monitor images or access recorded footage, in line with policy approvals and training requirements.

Is CCTV monitored all the time?

Cameras may record continuously, 24 hours a day and seven days a week, and may also be monitored in real time by authorised CCTV Managers in accordance with the policy. This does not mean that every camera is actively watched at all times.

How long footage is kept

Recordings are normally retained for approximately 30 days, depending on available storage space, after which footage is automatically overwritten. Downloaded recordings may be kept for as long as reasonably required for a purpose consistent with the CCTV Policy.

Submit a footage request as soon as possible if you believe an incident may have been captured.

Requesting CCTV footage

If an incident has occurred and you believe PPRA CCTV may have captured relevant footage, submit a request as soon as possible. Requests are assessed against the purpose of the CCTV system and the requirements of the Privacy Act 2020. Submitting a request does not automatically mean footage can be released.

Police and emergency matters

Contact Police or emergency services directly for crimes, urgent safety concerns or emergencies. Police may request relevant PPRA CCTV footage in connection with an investigation.

Protecting your home and belongings

CCTV helps support safety and security, but it is only one part of keeping the neighbourhood secure. Take sensible precautions to protect homes, vehicles and belongings.

Concerns or complaints about CCTV

Concerns or complaints about PPRA CCTV or how it is operated can be raised with the PPRA Chairperson. The CCTV Policy does not limit a person’s right to pursue a privacy complaint with the Office of the Privacy Commissioner.
